Let's talk today about one of the projects we are working on and let's provide the reader with some background information. this will be brief and to the point synopses. 1- 14 items. please read all items. Thank you.
First; The State of Illinois under the direction of Governor Quinn is attempting to build a proposed SSA,
South Suburban Airport in Peotone Illinois, Peotone - Beecher - Monee - Create geographic
location.
Second; there are two competing groups attempting to control and dominate, politically - financially, the
SSA. First Group - Governor Quinn & the Will County Board under Mr. Walsh County Executive.
Both the majority and minority on the county board support the SSA and the county control of
the SSA. Second Group - Congressman Jesse Jackson Jr. & Rev. Jackson Sr. as well as Foreign
Financial Interest are attempting to gain control as well.
Third; The US Transportation Department & the FAA have this project at Tier I. The SSA is not on the
Federal Build List as it stands today and is not approved for construction. FAA Tier II could be
pending as the State of Illinois proceeds through the FAA Application Process regarding this
proposed airport project. Tier II could be approved as early as this year and proceed on to Tier III
any time after this year. The State of Illinois still has more submissions and reports and studies to
perform and submit to the FAA to proceed through this process.
Fourth; The State of Illinois have spent originally; 65 M $ in the Illinois First Program on the SSA, another
60 M $ Appropriation after that, Yet another 100 M Appropriation after that and now another
110 M $ Illinois State Appropriation. At least 335 M $ of Illinois resources is involved under the
last two Illinois Governors; Ex-Governor Blago / Rod Blagojevich - could be heading to
Federal Incarceration and under indictment and Federal Trial and Prosecution,
Quinn - current Governor. Ex-Governor Ryan who is in Federal Incarceration may also have
provided funding as well as supported the proposed SSA.
Fifth; Former Mayor Daley has never supported the proposed SSA and supported the Gary Indiana
Airport Expansion. The new Chicago Mayor just elected and now in office has not taken a
position. He is the former Chief of Staff for President Obama. Mayor Rahm Emanuel may
take an independent direction regarding the SSA or support Mr. Obama's previous and current
support for the proposed SSA. Mr. Obama is deeply involved in Illinois politics. Mr. Obama
supports the current Governor of Illinois, Governor Quinn. Quinn won his last election state wide
by only 31,834 votes, 46.8 % to 46.0 %. The voters did not like either the
Republican or Democrat Candidates. Many overwhelmingly think of the
current Illinois Governor, Quinn, as a hack politician. He will do anything in his interest.
Quinn is no better then Governor's Kasich of Ohio or Walker of Wisconson.
Six; There are four major airports in the Chicago Metro Geographic Area; O'Hare Illinois, Midway Illinois,
Rockford Illinois, Gary Indiana. The Peotone proposed SSA is not needed now or at any time in the
30 to 40 + years ahead. Airport traffic - utilization does not support this proposed SSA.
None of the Airlines or Aviation Trade Groups supports this project.
Seven; The State of Illinois is ruthlessly evicting property owners and land owners - farmers from their
land through emanate domain proceedings. The State of Illinois is paying about 9,500 $ per acre.
Litigation is going on, But only in regards to price. No one is fighting the unconstitutional manor
the emanate domain law is being carried out as well as the unconstitutional violation of the
property owners 5th Amendment Rights as well as the outright expropriation through land price
and eminent domain process application.
Eight; Land owners outside the proposed SSA footprint are being heavily and severally impacted too.
There is no magic distance from the proposed airport here, but if your home is at the end of one
the proposed 4 to 5 east west parallel runways, 3 to 5 miles, aircraft will be flying over your home
at 1,500 to 2,500 feet above your home at over 100 dB noise levels. Property values are currently
down 37 % + now due to the economic depression we are currently in. With this proposed SSA
potentially being built, Property owners outside the SSA Footprint 3 to 5 miles + could and
more than likely will suffer another 27 % + reduction in real estate home values according
to a Booz Allen Airport Study. Example; 305 K home valuation Jan 2007 is now 180 K under
current market conditions - Proposed SSA built -27 % more = 138.6 K further property
Value Loss. The properties will be virtually un sellable. Talk about de-facto expropriation,
more violations of our 5th Amendment Property Rights.
Nine; Then there is the effect on the property taxis in the; Beecher - Monee - Peotone - Create
Geographic Area. As home prices descend, local school districts, villages and towns will increase
property taxis to maintain their budgets. As this goes on there will be home abandonments and
repo's which will further destroy and obliterate the local school districts, towns and villages
budgets. The local residence will absorb horrific and horrendous financial loss due to this process.
Ten; Vapor Infiltration of homes issues. We can speak all day about nano particles and benzene emitted
from aircraft landing and taking off. This is a very big health issue for both children and adults. The
health issue will come up again. Let's focus on the homes and real estate sales. Normally when a
home is sold the home is either in; In Good Working Order Sale or As Is. Normally no warranty is
involved and the seller sells in good working order to get the top price. As long as there is nothing
discovered after sale - legal issues - everything is OK. This is after real estate closing. If the home is "
sold as Is ", That’s it, you own it regardless of any imperfections or lack of disclosure. Regarding
Vapor Infiltration of homes issues, " as is sale " real estate closing still leaves you fully legally -
financially exposed. A certified cleaning needs to be done to the home abatement inside and out.
Possible 10 to 15 K expense per home. This is what is known as the full lawyer - realtor - accountant
- abatement company employment act. sarcastically speaking. The point is as a home owner you
lose no matter what you do.
Eleven; The President has been asked for an executive order to block this proposed SSA. The President,
Mr. Obama thanked me for my views and said his administration is transparent. I will publish his
letter at another point in time. The Congressional Democrat & Republican Leadership as well as
a large number of Anti Pork Barrel Senators and Congressmen, Democrats & Republicans, have
been contacted at length regarding this issue as well as the press. State of Illinois Assemblymen
for the district and two Local State Senators as well as the four state wide elected executives;
Secretary of State, State AG, State Comptroller and Treasurer have been contacted at length too.
Mr. Madigan and Mr. Cullerton Illinois State Legislator Leadership have also been contacted
regarding this issue. Our US Congressman and both US Senators have been contacted as well.
Twelve; The State of Illinois is broke. Even with the defective bond rating companies evaluation of the
state that permits the Hack Governor and out of control State Legislature to spend -
Appropriations - to infinity we face this un needed pork barrel proposed SSA Airport. The State
of Illinois is 6 months to a year in the rears to its vendors and general debts. The State of Illinois
is passing illegal unconstitutional ex post facto laws and illegally breaking labor contracts and
covenants. There will be deep and substantial litigation ahead for the State of Illinois along with
uncertainty and peril. Even with a 2/3 income tax increase, 3 % to 5 %, the State of Illinois has
a approximately 13 B $ short fall. Why is this out of control State Legislature and Hack Governor
proceeding with this proposed SSA Airport political pork barrel project.
The State of Illinois due to this out of control State Legislature and Hack Governor
proceeding as they are could face Federal Recievership under the Direction of a
Federal District Court in Chicago Illinois. This is a real possibility as it stand now.
Thirteen; Legally regarding this proposed SSA Airport. There could be theoretically Federal Law
Enforcement and US Attorney Investigations, indictment and prosecutions; RECO - Honest
Services Act - Logan Act - SEC Well's Notices, Secret Service Financial Investigations. All these
things are possible ? Stay tuned we will see. There are reasons why state and local officials are
so fervently supporting the SSA. You guess; Contracts handed out like party favors, Designated
Hiring’s for the Favored Few, Money in Envelopes Covertly Handed Out to the Loyal Correct
People. The Bond Rating Companies; Fitch, Moody's and Standard & Poors could also face
Legal - Financial - Regulatory - SEC Well's Notices and Anti Trust Action's due to their activities.
The trial - a – bite’s will continue to emerge from the muck and ooze they came from
regarding the SSA. What were you expecting; This is Illinois and Springfield.
Fourteen; A High Profile Person or Person's or Legal Entity may come forward to put the request
and or a series of Deplomatic Notes regarding; a question to President Obama in a
high profile way regarding issuing an Executive Order to
stop this Proposed SSA Airport. Other litigation is possible as well.

P.S. Note; Rockford Illinois elected officials and Rockford airport officials have indicated that the
proposed Peotone SSA is not needed and that this 37 sq mile airport could eventually cost the
State of Illinois and the Federal Government in excess of 5 B $ to build. This not to mention
the year to year operating budget for the SSA that will be in deficit and put enormous financial
loss on Illinois and Will County.
